With reference to your Confidential despatch dated 27th of March, 1926, enclosing a copy of a letter from the War Office concerning this Government's request for the refund of the sum of £114,317. 18. 9d. representing overpaid Military Contribution, I have the honour to inform you that
the situation as set out in that letter is now altered.

In the opinion of the Hong Kong General Defence Committee it would be unwise to proceed with the
proposal to transfer the Murray Barracks site to this Government. With this decision, I am in agreement and I am, in another Confidential despatch of this date, addressing
you upon the proposed abandonment of the scheme.

Apart from the Murray Barracks site, there
were certain other parcels of Military land which were valued
by Sir John Oakley in what is know as the "Oakley Award" of
28th March, 1924. To deal with the financial details in
connection with the various proposed surrenders, it was decided to open what was termed a "Sepecial Reprovision Account", where in the overpayment of Military Contribution
already referred to, viz. £114,317. 18. 9d. was entered to the
credit of the Colonial Government, while a sum of $235,217.00
